At least 37% of incarcerated youth are eligible for services under the Individuals with Disabilities Education Act, compared with less than nine percent of the overall public school population. Youth with disabilities are significantly over represented within the juvenile justice system. This 2006 policy analysis from Project Forum describes state infrastructures and initiatives for serving students with disabilities who are already in the juvenile justice system or at risk for entering the system.
