The US Dept. of ED has approved waivers of the 1% cap on the number of students who can take the state’s alternate assessment for the 2017-2018 school year to:
Arizona (approved for ELA/math, denied for Science)
Hawaii (approved for ELA/Math, denied for Science)

MARCH 30, 2018: The US Dept. of Education has approved ESSA Consolidated State Plans for Idaho, Mississippi and Rhode Island.
This leaves the following states awaiting USED action on their submitted plans: Alabama, Alaska, California, Florida, Iowa, Kentucky, Nebraska, North Carolina, Oklahoma, South Carolina, Utah and Virginia.

The US Dept. of Education has approved the ESSA Consolidated State Plan for the state of Texas. According to the Texas revised plan submitted on March 6, 2018, just 44% of schools will have the students with disabilities subgroup included in the state accountability system (page 11). • Waivers have been approved for AR, DE, LA, KY, MA, MS, OH, WI
• Waiver has been partially approved for IN (approved for ELA/Math, denied for Science assessment)

ED has acted on 4 state requests for a waiver of ESSA’s 1% cap on the number of students who can be assessed via a state’s alternate assessments.
KY and MA rec’d approval of their requests.
IN received approval for math and ELA but was denied a waiver for science.

ED’s approval of state ESSA plans has ground to a halt over the past several weeks, with no state receiving approval since January 19th.
These states are still awaiting ED approval: Sixteen states still await approval: AL, AK, CA, CO, FL, ID, IA, KY, MS, NE, NC, OK, RI, SC, TX, UT and VA.

Status of ESSA State Plan approval as of January 19, 2018
All state plans submitted in Spring 2017 have been approved with the exception of Colorado.
Of the state plans submitted in Fall 2017, all but one state (South Carolina) have received interim feedback letters and peer review notes.
