Parent Center Call
Here’s the agenda of this OSEP webinar for Parent Centers: OSEP reminders and updates, upcoming conferences and conference participation, Parent Center participation in the DMS 2.0 (the Differentiated Monitoring System), the results of Parent Center data collection for 2021, and resources from the Center for Parent Information and Resources (CPIR). The highlights of the webinar were the fascinating comparisons between Parent Center data from 2018-19 with data from 2019-2020, as well as comparisons between national race/ethnicity data and that reported by the Parent Center nework. Similarly, the webinar looked at national data on disabilities and what disability conditions were addressed by Parent Centers.

OSEP Webinar: Questions and Answers on Serving Children with Disabilities Placed by Their Parents in Private Schools
(Spanish interpretation available) The focus of this OSEP webinar for Parent Centers is on answering questions about states’ obligations to provide equitable services (versus FAPE) to children with disabilities who are placed in private schools by their parents. The 2022 guidance updates the 2011 version and includes most of its same questions, although not necessarily in the same sections. Several new questions are also addressed. The focus of this OSEP webinar for Parent Centers is on answering questions about service provision under Parts B and C of IDEA during the COVID-19 pandemic.  The webinar is based on the postings at OSEP of Q&As pertinent to providing services to infants, toddlers, preschoolers, and school-aged children with disabilities during the pandemic. OSEP Project Directors’ Parent Center Program Area Meeting
The 2020 Project Directors Conference was held virtually, due to the coronavirus pandemic. This closed-caption webinar was directed at the Parent Center program and featured results of the 2019 Parent Center data collection and how they have changed since 2018 (time on webinar: 02:50-20:45); a 3-year data perspective on Parent Center activities and results (time on webinar: 20:55-27:35); and a discussion of how data collection results might change (time on webinar: 27:45-57:20). Also highlighted was OSEP’s forthcoming year-long focus on equity and the role that Parent Centers have played and will continue to play in reaching underserved communities and addressing systemic inequity (time on webinar: 57:20-1:06:34). The webinar concludes with a discussion of Parent Center needs and operation during the pandemic.

FERPA and IDEA Privacy Requirements 101 for Parent Centers
In this (closed-captioned) webinar, staff from the U.S. Department of Education provide a general overview of the requirements of the Individuals with Disabilities Education Act (IDEA) and the Family Educational Rights and Privacy Act (FERPA) in terms of student privacy. This webinar addresses IDEA and FERPA basics; explores requirements for the protection of student records; addresses who may and may not access student records and when those records may be shared; and discusses the impacts for Parent Centers.

This quarterly call included a quick update from OSEP, then focused primarily on reporting the results of the 2015-6 Parent Center data collection. The report-out of Part 1’s descriptive data included such information as the numbers of contacts and trainings that Parent Centers had with families, youth, and professionals; the race/ethnicity of children served; and the disability categories of children served. Part 2’s report-out focused on how parents themselves evaluated Parent Center services and activities. All these data are included in the PowerPoint presentation. The final part of this quarterly call focused on the newly launched Parent Center Survey Item Bank, where Parent Centers can search for and find appropriate survey questions to use to measure the satisfaction of families and other users with Center services.

This prerecorded webinar from OSEP focuses on the performance measures collection for the Parent Center program in 2017. Presenters Carmen Sánchez (of OSEP) and Larry Law and Mike Norman ( of The Study Group) demystify the process of collecting the program measures and clarify what’s expected in the 2017 data collection. Most of the webinar is intended for the Parent Center projects chosen for the performance measure work this year,  but all Parent Centers can benefit from listening to the webinar.
