VR agencies operated by individual states were created by the Rehabilitation Act of 1973 (Rehab Act) and funded by the US Rehabilitation Services Agency (RSA). These state agencies provide Vocational Rehabilitation Services (VR Services) to persons with disabilities in each state and US territory.
