Many states are preparing to submit a request for a waiver of the state-level cap on the percentage of students who can be assessed via the state Alternate Assessment. These states have already put out a waiver request for public comment: GA, KY, LA, IN, MA.
If a state anticipates that it will exceed the cap for the 2017-2018 school year, the state should submit a waiver request at least 90 days prior to the state’s testing window.
We have compiled a list of the requirements that states must meet to submit a waiver request. The document is attached and also online at http://www.advocacyinstitute.org/ESSA/AA-AAASCapWaiverRequestRequirements.pdf
