    The American Youth Policy Forum has released a new brief, “Leveraging the Every Student Succeeds Act to Improve Educational Services in Juvenile Justice Facilities.”

    The brief provides state and local policymakers as well as education and juvenile justice leaders with information about how they can use requirements under the Every Student Succeeds Act (ESSA) to improve education and workforce outcomes for youth in long-term juvenile justice facilities.

    Research demonstrates that more than one-third of youth who are incarcerated in the U.S. are identified as eligible for special education services—a rate nearly four times higher than that of youth who attend school in the community. Additionally, more than half of youth who are incarcerated have reading and math skills significantly below their grade level, and as many as 60 percent have repeated a grade.
